			<content:encoded><![CDATA[<p>1. We are very disappointed with Kelantan Umno chairman Tan Sri Annuar Musa’s statement yesterday calling Gerakan to stop demanding BN to penalise Bukit Bendera Umno division chief Datuk Ahmad Ismail for making racist remarks.</p>
<p>2. As a politician in a multiracial society, Annuar should realise that he is doing a disservice to BN because he can be misconstrued as supporting Ahmad’s irresponsible statements.<br />
<span id="more-224"></span><br />
3. It is grossly unfair for Annuar to justify Ahmad’s racial utterances by saying that they were made in “personal capacity”, similar to the statements made by some Gerakan leaders’ on leaving BN.</p>
<p>4. We would like to stress that Ahmad has violated the law by making those seditious remarks, regardless of whether he made them in his personal capacity or not. The fact that he is an Umno leader makes the offence even more serious as he has undermined BN’s image.</p>
<p>5. As a multiracial coalition, BN cannot allow Ahmad to escape with just a slap on the wrist as this would further erode the people’s support for BN as demonstrated in the recent Permatang Pauh by-election. Besides Gerakan, leaders from other BN political parties such as the MCA have also condemned Ahmad’s seditious remarks.</p>
<p>6. On the other hand, the statements by some Gerakan leaders to leave BN is neither seditious nor does it hurt the sentiments of any ethnic group. In fact, these statements were made due to the refusal of certain Umno leaders to stop playing on racial sentiments.</p>
<p>7. Annuar claimed that this is not the appropriate time for any party in the BN to demand Umno to penalise Ahmad as it could threatened the harmony in BN.</p>
<p>8. He failed to understand that it is the people like Ahmad who are threatening the harmony in BN. In the past, culprits who made racist statements were easily forgiven, especially if they come from Umno.</p>
<p>9. Malaysians will no longer tolerate such racist behaviour and now is the time for BN, especially Umno, to mend its ways. BN will continue to lose support among Malays and non-Malays, especially the urban middle-class, if Umno continues to harbour leaders who make racist statements.</p>
<p>10. We are fully supportive of our Acting President Tan Sri Dr Koh Tsu Koon’s proposal for a code of conduct for all BN component parties, to prevent any leaders from making racist remarks, in the upcoming BN Supreme Council meeting.</p>
<p>11. It is reported that MCA vice-president Datuk Ong Tee Keat is supportive of such code of conduct and we hope it will be supported by other BN component parties, including Umno.</p>

			<content:encoded><![CDATA[<p>1. As a multi-racial coalition, BN should continue to take the lead in forging understanding and promoting racial harmony and unity among the Malaysian people.</p>
<p>2. We should not allow the fruits of over 51 years of struggle and sacrifices by generations of Malaysians for independence and nation-building to be damaged or even destroyed by irresponsible actions.<br />

3. Therefore, BN must impose a code of conduct on all BN component party members to eradicate racist remarks and behaviours that threaten the peace and harmony built by BN.</p>
<p>4. Disciplinary action must be instituted to penalise the politicians involved. If necessary, legal action could also be taken under the provisions of the Sedition Act and any other relevant laws.</p>
<p>5. Gerakan will make this proposal to the BN supreme council in view of the latest seditious remarks uttered by Bukit Bendera UMNO division chairman Dato Ahmad Ismail who said that Malaysians of Chinese origin were merely “squatting” (tumpang duduk) in Malaysia.</p>
<p>6. This was a key contributing factor to BN’s embarrassing defeat in the recent by-election since the remarks were made 3 nights before the polling day at Permatang Pauh. He is the latest in number of UMNO leaders, including some elected representatives, who made such insensitive, insulting and uncalled for remarks, even in the august House of Parliament.</p>
<p>7. As a result of such racist remarks, the public perception and support for UMNO, especially amongst the non-Malay community is alarmingly low, as reflected in the recent General Elections and Permatang Pauh by election.</p>
<p>8. Such racist remarks also put UMNO’s partners in BN in a very bad light. It is crucial that these irresponsible racist elements realise the huge damage done to the struggle of BN. This tactic also did not gain Malay support during the recent Permatang Pauh by election. Such remarks will further erode non-Malay support for BN without gaining any support from the Malay community in the future.</p>
<p>9. Stern disciplinary action must be taken against anyone from any component party who contravenes this code of conduct. Such code of conduct must be applied across the board.</p>
<p>10. The BN supreme council must come up with clear guidelines and rules on what constitute seditious, insulting, and racist remarks. The procedures and provisions for punishment must also be clearly stipulated. This must be done urgently.</p>

			<content:encoded><![CDATA[<p>(1) In general, it is a people-friendly and business-friendly budget aimed at reducing the burden of the people in the face of rising cost of fuel, food and goods. Certain new incentives to promote local small medium enterprises (SMEs) and also use of ICT, such as the accelerated capital allowance for equipment, plant and machinery are welcomed.<br />
<span id="more-220"></span><br />
(2) It is signficiant that the Prime Minister announced the income tax reduction in the context of promoting knowledge-based economy and reducing brain drain. While the income tax reduction is an attractive factor, what is even more important is political stability, sense of belonging and security within a fair, just and open society. Therefore, all forms of extremism must be combated and contained.</p>
<p>(3) The Prime Minister devoted a long section to public transportation, reflecting the government’s commitment. I welcome the setting up of the Public Transportation Commission although somewhat belated. In fact, this was what Gerakan has been advocating in the past ten (10) years.</p>
<p>(4) However, what is needed is a state or city-level local public transportation authority to integrate all the functions of the various departments and agencies. Only then can we effectively implement a comprehensive and integrated public transportation system in each city.</p>
<p>(5) As a Penangite, while welcoming the increase of 200 buses for RapidPenang, I still advocate and call for the implementation of a properly planned monorail system as the backbone of the public transportation network, especially for George Town and its densely populated vicinity.</p>
<p>(6) I also welcome the allocation of RM50.0 million for George Town and Melaka to support heritage conservation works. This was what I proposed five (5) years ago, when we were in the process of preparing to apply for the UNESCO World Heritage Listing. The challenge now is how to manage the fund to maximise impact.</p>
<p>(7) While understanding the need to promote tourism for Sabah and Sarawak by giving pioneer-status one hundred percent tax holiday for hotel development, I hope that such incentives will be available nation-wide in the future. This will give further boost to enhance tourism in Malaysia.</p>
<p>(8) All in all, as has so often been said by the Prime Minister himself, the challenge is in implementation and delivery. Hence, good governance must continue to be given highest priority.</p>

welcomes investigation into the land acquisition issue for its Selangor HQ</p>
<p>1. Parti Gerakan Rakyat Malaysia is disappointed with theSun’s frontpage report on Friday (Aug 29, 2008), which alleged that the party may have illegally obtained a parcel of land in Bandar Utama for its Selangor state headquarters.</p>
<p>2. I want to highlight that Gerakan followed procedure in obtaining the one-acre piece of land from the Selangor state government and we welcome any investigation into the matter.<br />
<span id="more-218"></span><br />
3. For the purpose of building its state headquarters, Gerakan put in an application to the Petaling land office in 2001. The piece of land applied for by Gerakan was originally planned for Telekom Malaysia.</p>
<p>4. The land can be used for both commercial and public utilities purposes and has a buffer from the residential areas. It is located next to a petrol station, surau and a Tenaga Nasional Bhd’s sub-station.</p>
<p>5. Since there was no change of land use status, it was not necessary to ask owners of neighbouring lots if they have any objections.</p>
<p>6. After putting in our application, the Petaling Land Office wrote to all government agencies for their comments. They also wrote to Telekom to seek their views and was told that the company no longer wanted the land.</p>
<p>7. Following the alienation of the land, Gerakan applied to Majlis Perbandaran Petaling Jaya to submit layout aand building plans in accordance to by-laws and regulations.</p>

			<content:encoded><![CDATA[<p>The forthcoming by-election in Permatang Pauh should be taken by all parties in their stride. There is no need to get all worked-up and emotional about it.<br />
Elections, being what they are, have to be addressed objectively, without negative overtones and innuendos. If there are issues attached to the polls, such as allegations of sodomy and murder, then let the law take its course as far as such things are concerned.</p>
<p>Some people tend to predict the outcome of elections, but it is best to let the political Parties conduct their campaign and allow the voters to decide. There should be no form of intimidation, underhand tactics, foul play, threats and bribery. Candidates should tell the people what they plan to do for them, and not deliver irrelevant, high-level rhetoric, or worse, indulge in character assassination; it may be good to listen to, but does little to advance the lot of the common man.<br />
<span id="more-216"></span><br />
Anything can happen with people’s perceptions. But they have to realise that there seems to be too much pre-occupation with accusations, counter-accusations, court cases and trial by media.</p>
<p>The good voters of Permatang Pauh have to decide upon who can uplift the economy and improve development of their constituency in these trying times. Who can give them new schools, clinics, infrastructure, affordable housing and assist them in agricultural activities? These are essential bread and butter issues that matter most to them. They must choose the candidate whose voice in Parliament will be better heard by the Federal authorities. Can a firebrand opposition leader, however high-profile, achieve this, rather than a steady, hard-working local person who has the backing of the central Government’s machinery?</p>
<p>There are those who say that such things don’t matter any more. “Don’t play the development card,” they cry. However, in the light of the world economic situation, including fuel and food price uncertainties, and falling commodity values, a realistic and rational view should be the order of the day. One should also look at States controlled by the opposition. Are they doing all that well?</p>
<p>Meanwhile, the business community and international investors remain uneasy over the question of political stability; it is having an effect on commerce. Like it or not, to them, stability is directly proportional to a comfortable Parliamentary majority by the ruling BN Government, in spite of its shortcomings. The point was illustrated by a fall in the stock market after the March 8th general elections, and its continued lackluster performance, notwithstanding world economic pressures. Voters should ponder over this, as things like employment and living standards are at stake.</p>
<p>Wisdom, combined with a little common sense, must light the way.</p>

<p>Although past efforts have been unsuccessful, a fresh attempt with a different approach, even if it involves some sacrifices, has to be considered seriously.<br />
The global automotive industry has undergone immense changes during the past two decades. There have been mergers and take-overs of some big names. The smaller ones had to absorbed or closed down.<br />

It is no longer viable for local or even regional car manufacturers to carry out operations on their own. Globalization has caused the automobile market to become extremely competitive.</p>
<p>Proton may have started off on the right footing, even exporting models to various countries. But survival on their own today is becoming increasingly difficult.</p>
<p>Proton therefore has to engage a suitable international partner in order to effectively penetrate the world market. Expertise has to be adopted, not only in marketing strategy but the effective and economical deployment of new technology, which is rapidly evolving. Quality control and reliability are of the essence.<br />
Proton has to compete with major Japanese and Korean brands, and present a suitable alternative to buyers throughout the world.</p>

			<content:encoded><![CDATA[<p>1.    I would like to commend Selangor Menteri Besar Tan Sri Khalid Ibrahim for having the wisdom to be open-minded and thinking like a Malaysian with his proposal to open up 10% of Universiti Teknologi Mara (UiTM) intakes to non-Bumiputeras and foreign students.</p>
<p>2.    Despite our political differences, I am convinced that his multi-racial outlook on higher education will have a positive impact on the future generation of Malaysians. This is the quality that a Malaysian leader must have if the country were to move forward.<span id="more-207"></span></p>
<p>3.    On the contrary, vice-chancellor Prof Datuk Seri Dr Ibrahim Abu Shah, who hit out at Khalid for his progressive view, is doing a great disservice to his own university.</p>
<p>4.    As an educator and administrator of an institution of higher learning, Prof Ibrahim should be proud if more Malaysians are keen to enrol in UiTM instead of reserving the university exlusively for Bumiputeras.</p>
<p>5.    Furthermore, UiTM is funded by taxpayers’ money that come from all Malaysians, regardless of race. If this is the case, why deprieve some segments of the society to preserve an outdated practice that would not serve the cause of inter-racial unity?</p>
<p>6.    Some quarters also claimed that Khalid’s remark was “political motivated” without realising that they are also politicising the matter. Instead of just criticising Khalid, they should consider whether the suggestion has its merits.</p>
<p>7.    After all, Khalid reckoned that the proposed 10% intakes of non-Bumiputeras and foreign students could led more competition among the students. In the end, it may be a win-win proposition which will benefit Bumiputera students as competition will produce more competent graduates.</p>
<p>8.    Time has changed and we must follow the changes of time where multi-racial approach is the way forward. Therefore, the decision to continue preventing other races from enrolling in UiTM is clearly wrong.</p>
<p>9.    Such segregation will not only discourages competition but deters the Bumiputeras from understanding the non-Bumiputeras and vice-versa.</p>
<p>10.    We must not forget that students are the assets of the country and we rely on their knowledge to achieve Vision 2020 with Malaysia being a developed country. Towards this end, the government must encourage Malaysians to work together and it should start from our education system.</p>
<p>11.    It is totally pointless to implement a three-month National Service programme just to instill patriotism and to forge national unity among the younger generation when these could be done with them studying together for several years in the university.</p>
